Publicly Owned Utility Company Programs

There are at least 40 separate energy-providing municipal or publicly owned utilities throughout California. The two of the largest municipal electric utilities, in terms of the number of affordable housing projects and tenants, are provided below. If you are interested in programs offered by other publicly owned utilities, please check this page for links to those other utilities.

Los Angeles Department of Water and Power (LADWP)

The Consumer Rebate Program includes rebates for qualifying refrigerators, pool pumps and motors, low E dual pane windows, air conditioners, central heat pumps and high efficiency clothes washers .

The LADWP Outdoor Lighting Program allows customers to pay a flat fee - ranging from $12 - $40 per month per outdoor high efficient, high output light, depending on size and type, that has been installed by a DWP Outdoor Lighting Specialist.

The Power Quality Group performs troubleshooting, testing, analysis, evaluation, and provides solutions to power quality complaints from residential, commercial, and industrial customers in LADWP's service territory.

The Low Income Refrigerator Exchange Program's goal is to distribute 50,000 refrigerators, replacing old, inefficient refrigerators with a new energy saving models. The program is available to LADWP customers who are participating in the Low Income Discount Rate Program, although not every participant in the Program is guaranteed to receive a refrigerator. The program hopes to remove 50,000 old, inefficient refrigerators off the market and as of January 2009, refrigerators are still available.

The REfrigerator Turn-In and REcycle (RETIRE) Program allows residential customers to turn in an old working refrigerator or freezer of 10 cubic feet size or larger and receive $35 and compact fluorescent bulbs. Pick-up and recycling services are offered at no cost.

LADWP also has a Solar Photovoltaic Incentives Program.

LADWP in partnership with Million Trees LA is sponsoring the Trees for a Green LA Program that provides shade trees for planting.


Sacramento Municipal Utility District (SMUD)

The document Multifamily Energy Efficiency Rebate and Financing Program (PDF file, 2.9 megabytes) includes rebates for a wide array of measures, including qualified indoor and outdoor hardwired lighting fixtures, ceiling fans with CFL lights, interior fluorescent lamps/electronic ballasts, permanent de-lamping, LED exit signs, occupancy sensors, photocells, cool roofs, certain appliances, refrigerator/freezer recycling, high efficiency central heat and air, solar domestic water heaters, and swimming pool pumps and motors. Financing is available for attic insulation, wall insulation, and high-efficiency windows.

SMUD, in partnership with The Sacramento Tree Foundation, makes free trees available to customers in the SMUD service area.
